Julia Blackwell

Executive Director, Inglis Community Services

Julia Blackwell is Executive Director of Inglis Community Services. Prior to Inglis' 2026 affiliation with Community Integrated Services (CIS), she served as CIS's Assistant Executive Director, helping lead one of the region's largest providers of employment services for people with disabilities.

Julia brings more than two decades of experience in employment services, workforce development, disability policy, and organizational leadership. Before joining CIS, she held several leadership roles at JEVS Human Services, including Executive Director and Director of Operations for its supported employment program, as well as Director of Business Development. Earlier in her career, she served as an Advocate and then the Associate Director of Policy for the Pennsylvania Client Assistance Program (CAP) and as an SSI Specialist with the Social Security Administration (SSA).

A respected leader in the disability and employment community, Julia serves on the board of the Pennsylvania chapter of the Association of People Supporting Employment First (APSE). She has also served as Policy Chair for the Pennsylvania State Rehabilitation Council (PaRC) and Employment Chair for the Philadelphia Mayor's Commission on People with Disabilities (MCPD).

Julia is a graduate of Temple University and earned a Certificate in Nonprofit Executive Leadership from Bryn Mawr College. She also completed the Policy and Advocacy Fellowship through the Pennsylvania Workforce Development Association (PWDA).
